The state of South Carolina consist mostly of rural and urban areas that have many areas rich in biodiversity. To protect those areas and nature parks, there have been a few agencies that have been established with the sole purpose of managing these parks and its habitats. In Orangeburg, South Carolina where the Horne Wetlands Park is located, the Parks and Recreation Department was developed to help with monitoring and managing the local parks.

The director of the Parks and Recreation Department is Shaniqua Simmons and she has been in the position for a few years now.There are also a few other position that deal with athletics, maintenance of the gardens, etc.
