This research examines the complementarity between voluntary governance frameworks in Corporate Social Responsibility (CSR) and Artificial Intelligence (AI) domains through a comparative analysis of ISO 26000 and the NIST AI Risk Management Framework (AI RMF). Through systematic ecosystem analysis, the study identifies critical gaps in AI governance, particularly the absence of standardized reporting mechanisms comparable to the Global Reporting Initiative's (GRI) role in the CSR ecosystem (Sethi et al., 2017; Isaksson & Mitra, 2018). The research demonstrates how framework effectiveness fundamentally depends on strategic integration within broader policy ecosystems rather than isolated implementation (Del Baldo & Aureli, 2018).

Building on this analysis, the study proposes specific recommendations for developing AI risk reporting standards that could complement the NIST AI RMF, potentially enhancing transparency, accountability, and adoption of AI governance mechanisms. The findings contribute to both theoretical understanding of policy ecosystem dynamics and practical governance implementation, while identifying crucial directions for future research in ecosystem effectiveness evaluation and metric standardization.
